CHARACTER OF THIS CLASSIFICATION LEVEL

In positions at this level, incumbents apply superior skills in their functional area. At this level, technical accountability for work done and decisions taken is expected. Technical or team leadership is required as well as a high degree of technical versatility and broad industry knowledge.  The work may involve being assigned a particular area of responsibility within a department which may include: electronics, electro mechanics, microprocessors, software, systems, and/or networks.

Although some direction is provided, individuals must possess the background knowledge and experience to make informed and responsible decisions which are technically sound and take into account the needs of the University. Incumbents provide guidance and instruction to other staff at the same and lower levels and may be required to assume their responsibilities during normal absences.

CHARACTERISTIC DUTIES AND RESPONSIBILITIES WHICH ARE INTENDED TO ILLUSTRATE THE CHARACTERISTICS OF THIS CLASSIFICATION LEVEL AND SHOULD NOT BE INTERPRETED AS A DESCRIPTION OF ANY ONE INDIVIDUAL POSITION WITHIN THIS CLASSIFICATION LEVEL

  1. Estimates, plans, schedules, coordinates, leads and tracks the work of small to medium teams or projects including proposals, business and systems analysis, as well as acting as a mentor and technical consulting support services including: policies, guidelines, tools and security, web based solutions and end user support, with full accountability for time, performance and quality objectives, effectiveness and results of activities
  2. Is expected to be familiar with all applicable methods, practices and guidelines within the functional area and operate within those standards.
  3. Arranges, prepares and conducts meetings and presentations for a wide range of audiences
  4. Undertakes systems studies based on user requirements and prepares detailed technical reports and recommendations and provides: advice and assistance with software and systems, and a variety of training vehicles on networks and software products
  5. Repairs, installs, configures and tests a wide variety of equipment and connectors which may include fixing associated software and/or hardware problems
  6. Investigates, analyzes, and models requirements including: information flows, data bases and structures, installs, devises systems, configuration, design, construct, develop complex systems and programs, web sites, processes and procedures, prototypes and tests new/modified hardware or software systems and produces documentation in a variety of formats
  7. Administration of campus or department network communication infrastructure which may include: hardware and/or software, troubleshooting, installation, configuration, system tuning, capacity planning, disaster recovery, backups, recoveries, security, and software application support
  8. New networks and systems development and implementation which may include: analysis, design, configuration, installation, implementation and post implementation support
  9. Converts logical designs into physical designs for small to medium systems
  10. Develops, writes, modifies, upgrades, maintains, tests, implements and documents systems and programs to meet users needs
  11. Provides database administration for databases by creating, loading and maintaining scripts and structures, fine tuning, monitoring, accessibility, currency and integrity of the data which may be contained in the corporate data dictionary
  12. Participates in evaluating hardware and/or software and advises users of its applicability
  13. Maintains server and desktop hardware and software
  14. Participates in the development of technical architectures and/or participates in all phases of development life cycle
  15. Attends seminars, conferences, professional groups and on-going or advanced courses in area(s) of specialization
  16. Performs other related duties as required or assigned

QUALIFICATIONS REQUIRED

The minimum qualifications necessary for acceptable (satisfactory)  performance are:

Level of Formal Education and Experience

  • Post-graduate degree in a related discipline from a recognized institution, plus 1 year of directly related experience, or
  • Professional degree in a related discipline from a recognized institution plus 2 years of directly related experience, or
  • Undergraduate degree in a related discipline from a recognized institution plus 3 years of directly related experience, or
  • Accredited Institutional diploma from a recognized institution plus 4 years of directly related experience, including: a thorough knowledge and understanding of an area such as: information systems, network communications, networking, operating systems, and/or desktop PC hardware and software support
  • or
  • An acceptable equivalent combination of education and experience may be considered

Skills and Abilities

  • Specialized expertise in technology as it relates to computers, networks, communications, as well as hardware and software applications and techniques as they relate to academic and administrative computing
  • Very well developed oral and written communication and persuasion skills with the ability to instruct and/or explain detailed technical procedures and ideas to all levels of University faculty, staff, students and the public and prepare detailed technical reports
  • Ability to analyze and assess user needs, evaluate effectiveness of solutions and resolve problems
  • Ability to exercise sound independent judgement, initiative and resourcefulness
  • Ability to plan, organize, establish schedules and deadlines for work processes and/or other employees, while maintaining effective working relationships with co-workers and other University staff in a team environment

Physical Requirements

  • May be required to lift and move apparatus in excess of 15 kg.
  • Capable of performing the duties as assigned
